Biography of Seminar Faculty:

1. Lance Rogers is the Founding Member of the Law Offices of Lance Rogers. As a part of his regulatory compliance practice, he represents many of the leading cannabis companies, including retailers, manufacturers, and agriculture ventures. As a litigator, he has handled a wide array of matters related to cannabis including criminal defense, regulatory violations, land use/zoning, complex business litigation and partnership, and dispute matters. Mr. Rogers attained the first dispensary license in his state. He has assisted clients in obtaining commercial cannabis licenses numerous US. He has counseled numerous cannabis farmers in on corporate compliance and licensing projects including the formation of the first cannabis agricultural cooperative in his state. Mr. Rogers served as General Counsel for one of the foremost cannabis industry associations. He is a highly sought-after speaker and authority on cannabis & marijuana regulation.

2. John Rafferty practices at Gawthrop Greenwood, PC, where he focuses his practice on civil & business litigation matters, including commercial cannabis licenses. His has extensive trial experience and is a sought-after expert on blockchain technologies & other emerging legal trends. Mr. Rafferty began his career in the U.S. Navy, where he served as a naval officer in southeast Asia, southern California and the Middle East. He was awarded a full scholarship to attend Villanova Law School and received the Super Lawyers Pro Bono Award for his sustained commitment to public service during law school. Upon graduation, Mr. Rafferty received a Fulbright Fellowship, which enabled him to live in Ecuador nearly one year, while conducting field research on the scope of human trafficking. When he returned to the U.S., he fought for immigration benefits for victims of human trafficking and served as an Assistant District Attorney in Chester Counter. He’s been a civil litigator at Gawthrop Greenwood since 2017.

3. Brian P. Sylvester is a Special Counsel and food and drug lawyer with Foley & Lardner LLP. He advises food, dietary supplement, cosmetic, medical device, and prescription and over-the-counter (OTC) drug companies on federal and state regulatory compliance. As part of his practice, he regularly interfaces with the U.S. Department of Agriculture (USDA), the U.S. Food and Drug Administration (FDA), the Drug Enforcement Administration (DEA), the Federal Trade Commission (FTC) and analogous state bodies. Drawing on his regulatory background as a former USDA lawyer, Mr. Sylvester is adept at navigating every stage of the production and distribution lifecycle – from premarket clearance through manufacturing, advertising, labeling, recalls, and unanticipated regulatory scrutiny. Mr. Sylvester also regularly advises corporations and industry trade associations on strategies to shape federal and state policies and legislation. He is a highly sought-after speaker and author on medical marijuana, food regulation, USDA regulation, and CBD. Mr. Sylvester is a graduate of Cornell Law School and Dartmouth College.
