Biography of Seminar Faculty:

1. David Goldfarb is the Managing Partner of Goldfarb Abrandt Salzman & Kutzin, where he concentrates in health law, elder law, trusts and estates, and the rights of the elderly and disabled. He is a nationally recognized authority in the field of elder law, Medicare, Medicaid and the use of trusts in health care planning. Mr. Goldfarb has published extensively on estate, tax & financial planning for the elderly as well as the use of trusts in health care planning. He has been recognized as a SuperLawyer, achieved the highest rating (AV) in Martindale-Hubbell, and been included previously in The Best Lawyers in America within the Elder Law specialty. Mr. Goldfarb was formerly an attorney and supervisor for the Civil Division of the Legal Aid Society.

2. Jennifer C. Jordan is the General Counsel and a founding member of MEDVAL, LLC, where she focuses on providing practical advice and in-depth knowledge to entities subject to Medicare Secondary Payer (MSP) compliance. Ms. Jordan is recognized as a leading authority in this field. She is Editor-in-Chief of The Complete Guide to Medicare Secondary Payer Compliance. She is often quoted in industry publications and was recently awarded the 2010 Workers’ Compensation Notable Person Award from LexisNexis. Ms. Jordan has spoken widely on the Medicare Secondary Payer Act, Medicare Mandatory Reporting Requirements, and Medicare set-asides. Ms. Jordan has been designated as an expert witness by the U.S. Department of Justice for her extensive knowledge of Medicare Secondary Payer issues. She is also certified by the International Commission on Health Care Certification as a Medicare Set-aside Consultant.

3. Robert L. Roth is the Managing Partner of Hooper, Lundy & Bookman, P.C., the largest health law boutique in the United States. He formerly served as a senior attorney for the Centers for Medicare & Medicaid Services (CMS) of the U.S. Department of Health and Human Services (HHS) and as an Assistant Attorney General for the State of Maryland. Mr. Roth represents providers and a wide range of other clients throughout the country on federal and state regulatory and business matters, such as reimbursement, overpayment refunds/disclosure, and coordination of benefits. He actively counsels clients on complying with the issues surrounding all aspects of the Medicare/Medicaid programs, including the Medicare Secondary Payer (MSP) statute. Mr. Roth is a highly sought-after speaker and author on health law topics. He served numerous national leadership roles among health law attorneys and having published widely on Medicare & Medicaid payment issues. Mr. Roth has been an Adjunct Professor of Law at the University of Baltimore School of Law for nearly three decades.
