Biography of Seminar Faculty:

1. Elijah Alper is an assistant general counsel at Capital One, where he serves as bank’s legal expert on digital currency blockchain. Mr. Alper also focuses on bank regulatory and fintech issues and advises on many of bank’s innovative technology projects. Previously, Mr. Alper was a counsel at WilmerHale in Washington, D.C., where he helped lead the firm’s blockchain and digital currency practice. There, he advised both established financial institutions and startups on the intersection between digital currency and licensing, money transmission, and anti-money laundering matters. Mr. Alper and is a frequent speaker and writer on each of these issues. Mr. Alper was a software engineer at Microsoft prior to law school, and he began his legal as a law clerk to a U.S. Circuit Court Judge for the Ninth Circuit Court of Appeals. He is a graduate of Columbia Law School.

2. James A. Cox is Partner at Jones Day, where he combines more than two decades of legal experience with a background in computer science. Mr. Cox has successfully advised clients on their most challenging and difficult matters in litigation and arbitration, including complex technology-related disputes, international disputes, class actions, and disputes involving corporate acquisitions. He applies that experience to the innovative fields of cryptocurrency and blockchain, advising clients on Bitcoin, Ethereum, and other virtual currencies, as well as on broader applications of blockchain technology. Mr. Cox has represented clients in dozens of matters in state and federal courts around the country involving claims based on fraud, conspiracy, breach of contract, RICO, antitrust, and other theories. He also has significant experience with international legal disputes and has represented clients in matters pending before the ICC and other leading international arbitral institutions. Mr. Cox was trained in computer science at Harvard University, prior to earning his law degree at The University of Texas. He began hos career as a law clerk on the United States Court of Appeals.

3. Bryan C. Skarlatos is a Partner at Kostelanetz & Fink, LLP, where he specializes in representing clients in sensitive matters, many of which involve negotiations with government agencies. He is a highly sought-after lecturer and author on Bitcoin & Blockchain taxation issues, and has been quoted for tax matters in publications such as The Wall Street Journal, USA Today, Forbes, Bloomberg, Reuters, Financial Times, Tax Analysts-Tax Notes, and Bloomberg BNA Daily Tax Report. Mr. Skarlatos is experienced in all types of civil and criminal tax controversies, white collar criminal and regulatory investigations, complex litigation, tax whistleblower claims and voluntary disclosures. He also provides clients with advice on a broad range of tax, estate, and business planning issues. Mr. Skarlatos has been recognized by SuperLawyers as one of the Top 100 lawyers in his state and he is listed in Best Lawyers in America where he was named Tax Litigator of the Year for his state. He also is ranked in Band One of Chambers USA: America’s Leading Lawyers for Business. Mr. Skarlatos is a graduate of New York University School of Law, where he serves as an Adj. Professor of Law teaching a course on Tax Penalties and Prosecutions. He is also a Fellow in the American College of Tax Counsel where he serves of the Board of Regents.
